I don’t think that everyone agrees with you on the last sentence. Check this article: PMI PMP Certification, along with the comments, to see what I mean.
A good project manager is worth their weight in gold. The problem is, as you state, there are way too many wanna-be project managers (even with certification). Usually these seem to be people that were semi-technical at some point, and realized they were in the wrong line of work so moved into project management (or from some other job role they weren’t suited for).
